New Board For Recreation And Sport Agency

The board for the recreation and sport agency that is being set up to achieve the Government's vision for a healthier and more active nation was announced in Auckland today by Sport, Fitness and Leisure Minister Trevor Mallard.

The nine-member board includes individual from a wide range of recreation, sport, business, and governance backgrounds.

"It is an extremely high calibre board made up of individuals who command great respect in their fields of expertise. Collectively they bring the strength of skills required to take New Zealand toward a healthier, more physically active and successful sporting nation," Trevor Mallard said.

The board's appointment follows the report of the Ministerial Taskforce into Sport Fitness and Leisure (the Graham Report) earlier this year. That report recommended the establishment of a new entity to integrate key functions of the Hillary Commission, the New Zealand Sports Foundation and the Office of Tourism and Sport.

Legislation to establish the board was introduced to Parliament two weeks ago. The board was chosen through an Electoral College process and criteria recommended in the Graham Report. It will initially be a transition board, then take over from the current Hillary Commission Board on 1July, until the new legislation is enacted.

The name of the new agency, which is due to be operating by the end of the year, has yet to be chosen.

"This year's Budget set aside nearly $100 million extra over five years to implement recommendations in the Graham report. I have great confidence in this board's ability to steer an organisation that will have a major part in determining that that money is well spent," Trevor Mallard said.

Board members are: John Wells (Chair) Wayne Boyd, David Collins, Graham Condon, Elizabeth Coutts, Margot Foster, Jane Huria, Bill Osborne and Dr Jenny Ross. (Biographical details attached)

In January 2001 the Government received the Getting Set for an Active Nation report. One of the recommendations was to establish a new entity, which integrated the functions of the Hillary Commission, the New Zealand Sports Foundation and the sport policy arm of the Office of Tourism and Sport.

A transition board for the new recreation and sport agency has been appointed. The agency is due to come into being at the end of the year to lead the development of physical recreation and sport in New Zealand

The new nine-member board, which combines strong recreation, sporting and governance expertise, will take over from the present Hillary Commission Board on July 1. Until then it will operate as a transition board.

The board was chosen through an independent nominations panel process, which was recommended by the Ministerial Taskforce into Sport Fitness and Leisure. The board members are:

Chair: John Wells (Auckland) has extensive governance experience. He is a Governor of the New Zealand Sports Foundation and serves on its Executive Board. He was previously Chairperson of the National Co-ordinating Committee reviewing the delivery of high performance sport on a New Zealand-wide basis which resulted in the formation of the New Zealand Academy of Sport. He was Chairperson of World Netball Championships ’99 Limited and is Chairperson and Founding Director of the merchant and investment bank, Bancorp. He is also director of Baycorp Holdings Limited as well as a number of other companies. He is a keen recreational cyclist and walker, and gets to the gym when possible.

Wayne Boyd (Auckland) brings wide governance experience to the board. He has served as Chair for a variety of organisations including the New Zealand Blood Service, Auckland International Airport, Bodmin Charitable Trusts and the New Zealand Hockey Federation. He is Chair of Shotover Jet Limited and is an independent Director of Ngai Tahu Holdings, Ngai Tahu Fisheries and Forsyth Barr. He represented New Zealand as a hockey colt and coached the New Zealand Women’s Hockey team at the 1984 Olympics and the 1987 World Cup. Wayne enjoys walking and has a passion for New Zealand wines.

David Collins (Wellington), a Queen’s Counsel and Honorary Member of the Victoria University Law Faculty, was a member of the Ministerial Taskforce on Sport Fitness and Leisure. A member of the New Zealand Alpine Club, he is an active mountaineer and tramper and has undertaken several overseas climbing expeditions. He is President of the Wellington District Law Society and a member of the New Zealand Law Society Board. A keen rugby follower, he was a player and coach for the Victoria University Rugby Football Club (1972-1977) was a member of the New Zealand Universities Rugby Football Council (1987-1996).

Graham Condon (Christchurch) has been an active athlete and administrator for paralympics for over 30 years. He is Executive Director for Parafed Canterbury and from 1991-1994 was National Sports Co-ordinator for Parafed New Zealand. He holds two track world records, one discus Olympic record, for discus and track Fespie records. He has competed in a total of seventeen international events including six Paralympics and three Commonwealth Games. He has served on the Hillary Commission’s Metropolitan Funding Committee. A Christchurch City Councillor, he is Chair of the Parks and Recreation Committee. He was awarded the Queen’s Service Medal in 1981 and a New Zealand Commemoration Medal for Sport in 1990.

Elizabeth Coutts (Auckland) is a professional director on several boards including the Air New Zealand Group, Vending Technologies Limited, Industrial Research Limited, Viking Pacific Holdings Limited, Pharmaceutical Management Agency, New Zealand Tennis Inc and is Chair of the Meritec Group Limited. She has previously been a Commissioner of both the Commerce Commission and Earthquake Commisson. She was formerly Chief Executive of Carters (1995-1997) and Caxton Group (1991-1995). She is a keen tennis player.

Margot Foster (Melbourne) brings her vast experience as a sports woman and sports administrator to the board as well as extensive governance experience in Australia. She is a member of the Australian Sports Commission. She is a former Vice-chair of the Australian Olympic Committee Athletes’ Commission (1985-1993), Secretary General of the Australian Rowing Council (1991-1994), a member of the Australian Women’s Cricket Council Sex Discrimination Commission (1994) and a member of the Australian Olympic Committee Education Commission (1986-1991). A lawyer, she established her own legal practice in 1982. In her sport of rowing she was a bronze medallist at the Los Angeles Olympic games in 1984, competed in the 1985 World Rowing Championships, was a gold medallist at the 1986 Edinburgh Commonwealth Games and represented Australia at the 1986 World Rowing Championships.

Jane Huria (Christchurch) is Director of Huria Associates Limited, a Director of Transpower, d-Cypha Limited, Ngai Tahu Property Group, Ngai Tahu Holdings Corporation, and Huria Suckling and Layton Ltd. She has worked extensively in New Zealand and abroad, advising on corporate governance. She was previously a corporate advisor at Westpac and DFC NZ Limited and is a member of the Christchurch Arts Festival. To keep fit she walks five days a week, is a tramper, periodically attends a yoga class, skis and occasionally rides a horse.

Bill Osborne (Wellington) is Chief Executive of Quotable Value New Zealand and was a Maori Economic Development Commissioner. He is a Chairperson of the Maori Spectrum Trust, is a member of the Hillary Commission and represents the Commission on the New Zealand Sports Foundation. He was previously Group Manager International, New Zealand Post and Chief Executive New Zealand Post International Limited. On the sport and recreation front, Bill represented New Zealand at rugby from 1975-1982 in 50 games, including 16 test matches. He also holds a medal for the coveted trophy, the Maadi Cup. He goes to the gym daily, is a trout fisherman, and is a regular scuba diver and spear fisherman. He thoroughly enjoys tramping in the New Zealand wilderness.

Dr Jenny Ross (Christchurch) has had extensive involvement and leadership experience in recreation, sport and physical activity. She was Programme Advisor for the Push Play with Active Christchurch 1999-2000, is a member of the Christchurch City Council’s Recreation and Sport Strategy Steering Group and a Member of the Programme Committee for the 2001 New Zealand Recreation Association National Conference. Dr Ross has lectured and extensively published in the areas of exercise science and physical activity trends and is Director of the Human Sciences Division of Lincoln University. For her recreation she is a keen walker, runner and occasional kayaker.
