Clive War Memorial Swimming Pool will return to Council management
The Clive War
Memorial Swimming Pool Charitable Trust which operates the
Clive Memorial Swimming Pool has made the decision to return
the operation of the facility to the Hastings District
Council.
The facility is owned by the Hastings District Council and is operated by the Clive War Memorial Swimming Pool Charitable Trust under a Contract for Service. The Trust receives an annual grant from Council and is accountable for the operation and financial viability of the complex including all staffing arrangements.
The Trust operates on a $142,000 grant from Council and had requested additional funds to take them through to the end of June 2013. Council declined to provide the additional funds as requested.
Hastings District Council Acting Group Manager Community Facilities and Programmes Craig Thew says “ The Trust has done a good job in managing the pool for the past 24 years but now finds that it is in a position where it is unable to honour the terms of the Council’s Contract for Service.”
Trust Chair Mike Perreau says “The last two years has been financially challenging with increases in costs such as power and fuel, and in particular increases in staffing to ensure the facility is operated in accordance with Health and Safety guidelines. The trustees have decided that they can no longer continue to manage the complex in a manner that they would like.”
Mayor Lawrence Yule also acknowledges the good work the Trust has done over many years. He says “The Trust has faced a number of challenges associated with operating the pool over recent years from implementing new Health and Safety requirements to the cost increases that all business face during their day to day operation.”
To ensure existing commitments such as Learn to Swim are honoured, the Trust will work with Council through a transition process. Council will provide continued management of the complex while it considers the future management and support provided across all Council pools.
The Clive War Memorial Swimming Pool was built by the Clive & District Community in 1955 initially as an outdoor facility and became the property of the Hastings District Council during the amalgamation of the Hawke’s Bay County Council in 1989. The Clive War Memorial Swimming Pool Charitable Trust was established in 1989 to manage the pool. The Trust made the decision to cover it in 1994 to enable year round use.
