Changes to Sale And Supply of Alcohol on the Coromandel


Our provisional Local Alcohol Policy (LAP) is now in place which sets out maximum trading hours for off-licences (such as supermarkets and bottle stores) of 7am to 9pm, and for on-licences and clubs (such as restaurants, bars, and clubs) as 7am until 1am the next day.

These hours will apply all year round. Maximum trading hours for special licences (such as for events) will be considered on a case-by-case basis.

The policy also includes discretionary conditions that could be applied to an alcohol licence if considered necessary.
Our provisional Local Alcohol Policy will be notified on 17 January 2014, and anyone who submitted on the draft Local Alcohol Policy has 30 days from that date to make an appeal. The elements in the policy relating to maximum trading hours won't take effect until at least three months following the date of the public notice.

When the Local Alcohol Policy comes into effect, all new licence and renewal licence applications will be considered under the new policy. For those holding a current liquor licence, the conditions of that licence will still apply until it comes up for renewal. The reason our Council has developed our own Local Alcohol Policy is because the new Sale and Supply of Alcohol Act 2012 has changed the way alcohol licensing decisions are made. It means our communities can now have a greater say on where and when alcohol is available in the Coromandel, and the aim of the Act is that alcohol is consumed safely and responsibly to minimise alcohol-related harm.
We worked with the community including the local alcohol industry to develop our Local Alcohol Policy.


The new Sale and Supply of Alcohol Act 2012 also has a new method on how fees are charged for liquor licensing. It will be based in part on the style of the licence and by applying various risk factors or ratings.

• Special liquor licences that were previously a fixed fee, will now vary according to the number of events applied for at the time of lodgement and the size of the event. An outdoors music festival with a number of bars is an example of a large event that would have a higher application fee than a special licence for an awards dinner in a community hall or a function for say a 40th birthday celebration.

• There's now an annual fee for all types of licence premises. This is additional to fees payable with an application for a new or the renewal of a licence.

• The application fee is payable once the application has been accepted.. The annual fee also reflects the risk and will therefore vary according to the style of the premises and the risk assessment rating. A factor affecting the rating will be the number of enforcement actions associated with any premises as well as other matters that are a concern to the agencies.


The new act also still requires every licensed premises to have a qualified person to manage the sale and supply of alcohol. It will cost more for an applicant to obtain a new managers certificate or to renew a certificate. The cost for a manager's certificate application is currently $134.93. The new fee for manager's certificates will be $316.25.
At present there exist two styles of certificates - a general manager's certificate and a club manager's certificate. Eventually there will be only one style of manager's certificate and the holders of such certificates will be able to work in any licence premises.

Monitoring assessments will be done by licensing inspectors. Some assessments will be carried out in conjunction with other health licensing inspections. The Police and representatives of the Medical Officer of Health are also expected to do their own monitoring inspections but in some cases we will work collaboratively with our monitoring
and enforcement partners.
