THE COROMANDEL HARBOUR PROJECT is now being broken down into specific areas for better project management purposes. The different project sections are:

The Sugarloaf expansion for aquaculture. The funding arrangements and project structure arrangement with Coromandel Marine Farmers Association and iwi is a priority. We are working on the consenting and consultation strategy. The consent process is expected to take up to two years. Our proposed Long Term Plan (LTP) budget will be amended to reflect the timing of this.

Business Case for Furey's Creek dredged channel and the Coromandel Wharf Dredged Basin is being developed internally with limited specialist contractors on board. The business case should be ready by the end of the year. The Furey's Creek option includes improvements proposed to make the facility more functional and user-friendly. The projected consenting, initial upgrades and new channel and reclamation costs will be schedule in the proposed LTP budget. The concept will be refined through further consultation with our stakeholder working group.

A Long-Term Dredged Basin option needs further substantial work to better inform a business case. The cost for the dredged basin project has been added to the proposed LTP budget as a year 11 project (ie significant project but outside the Ten-Year planning period).

Barry Brickell's concept. Funding of this concept would need to be sourced externally due to its estimated $18m cost. We have indicated to Mr Brickell's team it should put together a case to our Council on the project, and if certain criteria are met, we could be prepared to fund a business case on the viability of the project. However we have also heard from the Charterboat Industry and Recreational Users that Mr Brickell's proposed concept, while impressive, doesn't meet their practical and functional requirements.


Meanwhile planning is underway to manage summer road and wharf congestion at Hannaford's Wharf including discussions with the Charterboat Association around the establishment of a park and ride service.

SUGARLOAF WHARF OPERATIONAL MANAGEMENT PLAN TO BE SIGNED OFF.

An updated Sugarloaf Wharf Operational Management Plan (OMP) is going to our Planning Department for sign off.

The OMP was written back in 1993 to ensure consents were in place for landing and boat ramp facilities at the Sugarloaf to meet the needs of both the aquaculture industry and recreational users.

In 2011 consultation began with affected stakeholders to establish a more up-to-date OMP. Following consultation and feedback from iwi, Coromandel Marine Farmers (CMFA), Recreational Fishing Association, Waipapa Bay Protection Society and Te Kouma Residents and Ratepayers it has taken time to finalise a revised OMP. During this time the 1993 OMP has remained operational.

The latest OMP includes:

• The appointment of a Sugarloaf Warden to oversee operations at peak times, including traffic and parking.

• Layout and Activities - including allocation of space for storage, dredging around the Wharf, marine vessel maintenance, commercial operatons.

Once the plan is signed off, change control will be implemented and it will be reviewed every three years.
