NOTICE OF COUNCILLOR BY-ELECTION

WAIROA DISTRICT COUNCIL

As a result of an extra-ordinary vacancy, under sections 52, 53 & 120 of the Local Electoral Act 2001, notice is given that on Tuesday 17 February 2015, a by-election will be held under the first past the post electoral system by postal vote for one member of the Wairoa District Council.

Nominations

Candidates must be nominated on a nomination paper obtainable from Monday 24 November 2014:

• from Wairoa District Council offices, Coronation Square, Queen Street, Wairoa

• by phoning 06 838 7309 or 0800 922 822

• by downloading here

Nominations of candidates must be in the hands of the electoral officer or an electoral official at the Wairoa District Council offices, Coronation Square, Queen Street, Wairoa not later than noon on Monday 22 December 2014.

Each nomination must be accompanied by a deposit of $200 GST inclusive (payable by cash or cheque).

A candidate may submit a photo and a candidate profile statement with their nomination paper for inclusion with the voting document being sent to electors. An attachment to the nomination paper outlines rules and procedures governing candidate profile statements and photos.

Electoral Roll

The electoral roll to be used for this by-election closes on Monday 22 December 2014 and can be inspected during normal business hours from Monday 24 November 2014 at the Council offices above.

Enrolment for inclusion on the Residential Electoral Roll is conducted through Enrolment Services of the Electoral Commission. Applications for enrolment should be made through your local post shop.

Enrolment for inclusion on the Ratepayers Electoral Roll is conducted through the electoral office of Wairoa District Council. Applications for enrolment can be made on the prescribed form available from the Council offices or by phoning 0800 922 822.

Following closure of the roll, the electoral officer may, on application of any person who is or claims to be entitled to be enrolled or any other person or otherwise, make any necessary corrections to the names, addresses, abbreviations, or marks appearing in the electoral roll.

Non-resident Ratepayer Electors

If you are a residential elector in a council district where you live, but pay rates on a property in another district, you may be eligible to enrol as a non-resident ratepayer elector in that other council district.

You may become a non-resident ratepayer elector for a council district if you are a ratepayer for that area and the address in respect of which you are registered as a Parliamentary elector is outside that area.

A firm, company, trust, corporation or society which pays rates on a property in a council district may nominate one of its members or officers as a ratepayer elector, provided that the nominator and the nominated person are both registered as Parliamentary electors at addresses which are outside the council district within which the property is situated.

In the case of partners, joint tenants and tenants in common, who collectively pay rates on a property in a council district, one of the group may be nominated to be entered on the ratepayer elector roll. Again, that person and the nominator must be registered as Parliamentary electors at addresses outside the council district within which the property is situated.

Eligibility to enrol or be nominated may depend on individual circumstances.

Only one enrolment can be made for any council district no matter how many properties are owned within that council district. No person may be enrolled more than once for any council district.
