Amendments released on central city noise standards

Amendments released on central city noise standards and South Frame planning framework

Amendments to both noise standards and the South Frame planning framework have been made to allow for the continuing development of a central city that is vibrant and liveable, says Christchurch Central Development Unit Director Warwick Isaacs.

Public comment on draft amendments to the Noise and Entertainment Provisions and the South Frame Planning Framework ran during June and July 2014.

“The amended noise standards will encourage entertainment and hospitality activity in the central city, especially within the core, while at the same time managing the impact of noise on other activities,“ Mr Isaacs says.

“The intention of the central city noise standards amendments is to provide certainty for both the hospitality industry and to existing and future residents in places where typically noisier activities will be located.”

The noise standards will continue to be enforced by Christchurch City Council.


Changes have also been made to the South Frame planning framework. The South Frame, including the Innovation and Health Precincts, is one part of the Frame that defines the core of the city. Changes were required to its zoning in the City Plan to allow for a design concept of buildings in an accessible, open-space landscape.

“The amendment creates the Central City (South Frame) Mixed Use Zone, which provides a simple, consistent planning framework across entire South Frame area and enables a mix of complementary activities,” Mr Isaacs says.

“The South Frame, Health Precinct and Innovation Precinct have similar design principles and the new planning framework will ensure high quality buildings and open space amenity in the area.”

The Noise and Entertainment Provisions and the South Frame Planning Framework amendment documents can be found at www.ccdu.govt.nz/the-plan.

The approved changes, made under the Canterbury Earthquake Recovery Act 2011, will amend the Christchurch Central Recovery Plan and direct that the required changes are made to the City Plan (being the District Plan under the Resource Management Act 1991). The amendments have now been publicly notified.
