Public consultation begins on draft bylaws for wastewater and trade waste

Horowhenua District Council is now seeking public submissions on two draft Bylaws - for wastewater and trade waste.

Council is responsible for monitoring and regulating the collection, treatment, disposal and management of wastewater throughout the District. However currently there is no Wastewater Bylaw, considered the most appropriate means to regulate wastewater activity.

Therefore, it is recommending the Bylaw to provide a safe and efficient wastewater system; protect the wastewater system from damage, misuse and interference; protect the environment and the health and safety of persons from adverse effects of harmful substances discharged to the wastewater system; and ensure that private wastewater drains operate in an acceptable way.

Meanwhile, Council’s existing Trade Waste Bylaw 2008 is now outdated and due to be reviewed.

The Draft Trade Waste Bylaw 2015 is fundamentally different to the existing Trade Waste Bylaw, which is why Council is recommending that it be considered as a new Bylaw, rather than a revision.

Council is responsible for monitoring and regulating the collection, transportation, disposal and management of trade waste (wastewater) throughout the District, and applying strict standards for harmful substances.

Trade waste is any liquid, and any substances contained in it, produced by a business process that is discharged into the wastewater system.

The typical sources of trade waste discharges to Council's wastewater system include small contributors such as restaurants, dentists, local butchers and fast food and take-away premises. Larger contributors include food processing plants, hospitals, laundries, septage collectors and producers of restricted trade wastes such as toxic chemicals and compounds.

Submissions on the Draft Wastewater Bylaw are due by 5.00pm on Friday 8 May 2015. Submissions on the Draft Trade Waste Bylaw by 5.00pm on Friday 5 June 2015.

All submissions will be deliberated on by Council's Hearings Committee before final reports are presented to Council.
