Key decisions from today’s Council meeting

The Christchurch City Council met today and made the following decisions:

MOU signed with the City of Wuhan, Hubei Province, People’s Republic of China

The Mayor today signed a Memorandum of Understanding reaffirming the Sister City Relationship between Christchurch and Wuhan City, Hubei Province. Next year marks the tenth anniversary of the sister-city relationship.

Kart Club

The Council agreed to relocate the Kart Club and Canterbury Greyhounds from Carrs Reserve to suitable alternative sites so the land can be used for residential and other developments. The Council agreed to contribute up to $3.5 million plus GST for the Kart Club move and $450,000 plus GST for the greyhound club relocation, with a time limit placed on acceptance of the offer.

Council to offer long-term lease to Agricultural and Pastoral Association

The Council has signalled a long-term relationship with the Canterbury A & P Association by offering a 100 year lease on land that will give the A & P space for sheep grazing, parking and equestrian activities. The conditional lease agreement on the 5.1ha Wigram Road block will allow the Nga Puna Wai Sports Hub project to progress whilst also allowing the A & P to operate and grow its annual show.

Investigation into Cup Day liquor ban near Riccarton Racecourse

Council staff are looking into a temporary liquor ban near the Riccarton Racecourse for Cup Day onSaturday 14 November 2015, from 7am to 12 midnight. If the one-day ban goes ahead, there would be no liquor allowed on Yaldhurst Road to Middlepark Road, Epsom Road to Racecourse Road, Buchanans Road to Masham Road and Masham Road to Yaldhurst Road. The Council will decide on the ban on 22 October.

Representation Review 2014-15

The Council has adopted an initial proposal for public comment that would raise the number of councillors from 13 to 16, and would reduce community boards from eight to seven. The wide-ranging proposed changes to ward boundaries includes a proposal to merge Banks Peninsula with Sumner and an adjustment to account for population shifts since the earthquakes. The initial proposal opens for public comment on Wednesday 26 August and closes on Friday 9 October.

Other decisions

In response to concerns raised by community boards, the Council has agreed to look into making data available to the public on:

• odours collected by the ‘electronic nose’ in the Bromley area – as ‘live’ data

• accessible car parking spaces in Christchurch – in an up-to-date database.
