Key decisions from today's Council meeting

Christchurch City Council met today and made the following key decisions:

Council accepts Waste Management Bylaw 2015

The Council has adopted new Terms and Conditions attached to its Waste Management Bylaw 2009. The bylaw itself remains unchanged after a hearings panel considered three written submissions in September. The Council has requested staff report back on potential for residents of 281 Cambridge Terrace (where there is no wheelie bin collection) to opt to have bins collected from Kilmore Street, which their properties face. The Council also discussed options to reduce theft of wheelie bins such as microchipping.

Trade Waste Bylaw 2015 accepted with few amendments

The Council has accepted some changes to the Trade Waste Bylaw 2015 after hearings in September. A key difference to the 2006 bylaw is the reduced level of fats, oils, and greases that can be discharged in trade waste. Most other amendments were minor such as the definition of working day taking into consideration the Mondayisation of Waitangi Day and Anzac Day. The maximum duration of conditional consents has also changed from five years to 10 years. The bylaw comes into force from 1 December 2015.

New Cleanfill and Waste Handling Bylaw 2015 in place from 1 December 2015

The Council accepted a new bylaw which amalgamates the previous Cleanfill Bylaw and Licensed Waste Handling Facilities Bylaw. Council decided it was important to retain bylaw controls over cleanfill and waste handling facilities to ensure best practice especially in post-earthquake environment where new and temporary fill sites and facilities have been established. An additional monitoring fee was put in place to better spread the cost of administering the bylaw. Other minor amendments brought definitions into line with Environment Canterbury's Land and Water Regional Plan and Council's replacement District Plan.
