A new Memorandum of Understanding between Council and the Eastland Community Trust unlocks the potential for exciting new projects for the benefit of Tairawhiti.

While Council and ECT are both advocates for regional economic development, until now their formal collaborations had a narrow focus around Activate Tairawhiti, rather than a region-wide approach.

The new draft MoU provides direction for working together on capital projects and funding options, economic development projects, commercial models and other initiatives.

Deputy Mayor Rehette Stoltz says the community has been asking for a more collaborative approach to major projects and this was a big step in the right direction.

“It is exciting for our region because it means we can open up discussions on new areas of funding in projects and initiatives designed to benefit the people of Tairawhiti.”

The scope of work is deliberately broad to allow for flexibility around new options as they arise.

ECT chief executive Gavin Murphy says given the significance of the two entities and their important roles and responsibilities in this community, it is critical they had a strong relationship.

“A relationship based on partnership and a preparedness to seek all opportunities to create a best-for-region approach, is equally as critical in making sure Tairawhiti Gisborne has strong economic development activity. It is our responsibility to consider all ways that our respective organisations can work together to achieve this.”

The MoU outlines a series of principles starting with ‘Best for Region’ – ensuring the best long-term interests of the region and its residents.

Both parties have committed to further principles of collaboration, open-mindedness, confidentiality, communication and effective relationship management.

The MoU also takes into account legislative obligations from the Local Government Act as well as the ECT Trust Deed and Trust Law.

A project team, led by council chief executive Nedine Thatcher-Swann and ECT chief executive Gavin Murphy, will provide the overall strategic oversight and direction.

They will report quarterly to the project governance group.
