Police Lack of Knowledge Failed INCIS - Thinking big may have been the downfall of the $100 million INCIS project. IBM has walked out on its contract with New Zealand Police before completing the second and third stages of the project. The computer giant says police demands had changed dramatically since the original contract. The president of the Computer Society says the job was too ambitious and too over specified right from the start for an organisation like the police. The society says it was a very complex project and the police at the time did not have a high level of capability, skill or knowledge with information systems. They tried to do too much too quickly.

Meanwhile, Prime Minister Jenny Shipley believes the row with IBM over INCIS is likely to be settled in court. She says IBM is at fault in abandoning the contract before completion. She says the Government will take court action if necessary. Mrs Shipley is also ducking questions on whether she has confidence in Police Commissioner Peter Doone’s handling of INCIS.
