New information disclosure requirements for Transpower
New information disclosure requirements for
Issued 21 October 2013
Release No. 31
The Commerce Commission has today released for consultation its draft information disclosure requirements for electricity lines services supplied by Transpower.
Today’s information is an important milestone in the setting of the regulatory regime for Transpower under Part 4 of the Commerce Act and is the last of the suite of regulatory instruments to be applied to Transpower.
It is designed to ensure sufficient information is available for people to assess how effectively the Commerce Commission’s regulations are promoting incentives for Transpower to invest in the grid, improve efficiency, and share the benefits of the efficiency gains with consumers as well as limiting Transpower’s ability to extract excessive profits.
The cost and benefits of collecting and publishing the information required has been taken into consideration when developing the information disclosure requirements. To minimise costs, the Commission has avoided duplicating information reporting by considering where Transpower is already required to report certain information.
The Commission is seeking submissions on the draft information disclosure requirements. Submissions are due by 5pm on Thursday 19 December 2013. There will then be a period for cross-submissions. Cross-submissions are due by 5pm on Monday 27 January 2014. Once the Commission has fully considered the submissions, it will finalise the information disclosure requirements for Transpower.
The draft information disclosure requirements, and supporting reasons paper and schedules, are available on the Commission website at http://www.comcom.govt.nz/regulated-industries/electricity/electricity-transmission/transpower-information-disclosure/.
