It also specifically addresses The New Zealand Racing Act of 2003 and how it replaced the Racing Act of 1971 and established the New Zealand Racing Board that replaced the former Racing Industry Board and the Totalisator Agency Board.

With the changing laws and the vast replacement of government bodies, New Zealanders have become increasingly confused on the basics of the industry. New Zealander, Oliver Harper explained to us what it’s like, “we just don’t know what to do with online gambling lately so we just don’t do nothing at all, some gambling is legal under the 2003 act but some is prohibited under the same act so unless someone spells it out for us, people will probably not pursue it.” Mr. Harper displays the same discontent with the industry as lot of his countrymen do and displays a need for guides like these to be created. He reacted in a surprised fashion when we explained the laws were easier to understand than he thought, “there ya have it! You see! Everyone knows it’s easier than we think, we just don’t really know where to go to get the information.”
