Scene Set For Progress

The Tertiary Education Advisory Commission’s (TEAC) third and penultimate report sets the scene for a better co-ordinated tertiary sector.

“This report treats the tertiary system as a system, rather than as a collection of disparate components,” said Paul Williams, Executive Director of the Industry Training Federation (ITF).

The report identifies four areas of particular focus and recommends a ‘desirability test’ for assessing whether or not government funds tertiary activities (including programmes, institutions, and Industry Training Organisations).

“The focus on outcomes, rather than on inputs, is particularly positive. Industry Training is subject to performance measurement and can therefore demonstrate efficiency and effectiveness – this should be true across the entire spectrum,” he said.

“The report’s emphasis on quality is also welcomed. Quality is important in all areas of education and training and should be measured using a range of indicators – from research output through to labour market outcomes,” said Mr Williams.

The government is now consulting on this report and TEAC is preparing its fourth and final report dealing with implementation and funding.
