What does twenty additional “packages of care” mean?

This means there will be 20 additional places for people requiring intensive rehabilitation. People need intensive rehabilitation for varying lengths of time, so 20 places is able to support a considerable number of service users. This will allow the estimated 20 to 30 percent of people who are inappropriately placed in acute services to move into a more appropriate intensive care environment freeing those beds for the acutely unwell.
