Let It Rain, And Rain, And Rain

Further to yesterday’s Sludge Report #119 on the imminent flooding in Texas during US President George W. Bush’s summit with Vladimir Putin - as the links and images below show… those rains have come.

Meanwhile on a political front according to reports of the meeting Vladimir is no closer to accepting George’s desire to scrap the Anti Balistic Missile Treaty. But that hasn’t stopped the two men getting on like a house on fire…

Woman Missing After Texas Flood


By T.A. BADGER, Associated Press Writer

SAN ANTONIO (AP) - Heavy rain Thursday caused creeks and rivers to swell, washing a pregnant woman's car off a road and leaving others stranded by high water.
A 32-year-old woman was missing after the car she was in with her father was swept off Highway 55 near Rocksprings, Edwards County Sheriff Don Letsinger said. The father was rescued, but two helicopters were searching for the woman.
Letsinger did not identify the woman or her father.

Bush, Putin Seal Friendship Before Students

CRAWFORD, Texas (Reuters) - President Bush and Russian President Vladimir Putin (news - web sites) failed to bridge the gaps over a key arms control treaty on Thursday but did not let that stop them from a lovefest of backslapping and wisecracking as they ended a rain -soaked summit.
In an extraordinary display of friendship for two men who only met last June, Bush and Putin were in playful moods during a student news conference at Crawford High School despite the steady rain and booming thunder outside.

Bush and Putin had spent the night with their wives at Bush's Prairie Chapel ranch and despite the rain, the rural environment and friendly company appeared to have worked its wonders.

According to the latest NOAA supercomputer forecast this Texas cloudburst ain’t going anywhere soon, and its most intense parts appear to be bearing down on Dubya’s ranch. Meanwhile the worst of it is yet to come – on Saturday local time a particularly intense period of rain is forecast.

THE NATIONAL WEATHER SERVICE HAS ISSUED A FLOOD WATCH UNTIL 430 AM CST FRIDAY MORNING FOR THE FOLLOWING COUNTIES...

IN WEST CENTRAL TEXAS ...HASKELL...THROCKMORTON...SHACKELFORD...JONES...FISHER... TAYLOR...CALLAHAN...NOLAN...STERLING...COKE...RUNNELS... COLEMAN...BROWN...TOM GREEN...CONCHO...IRION...MCCULLOCH...SAN SABA...SCHLEICHER...MENARD...CROCKETT...MASON...KIMBLE AND SUTTON

A NEARLY STATIONARY UPPER LEVEL LOW PRESSURE SYSTEM NEAR EL PASO HAS DEPOSITED TWO TO FIVE INCHES OF RAINFALL OVER THE EDWARDS PLATEAU AND CONCHO VALLEY...AND BETWEEN ONE AND THREE INCHES ELSEWHERE. WITH THIS POTENT STORM SYSTEM MAINTAINING IS STRENGTH AND MOVING VERY LITTLE TODAY AND TONIGHT...ANOTHER TWO TO FOUR INCHES OF RAINFALL IS POSSIBLE BY FRIDAY MORNING. GIVEN THE SATURATED SOIL CONDITIONS... ANY ADDITIONAL RAINFALL WILL LIKELY RESULT IN FLOODING.

A FLOOD WATCH MEANS THAT FLOODING OF RIVERS...SMALL STREAMS... CREEKS AND OTHER DRAINAGE AREAS IS POSSIBLE WITHIN THE WATCH AREA. PEOPLE IN THE WATCH AREA SHOULD KEEP AN EYE ON THE WEATHER AND BE PREPARED FOR IMMEDIATE ACTION SHOULD HEAVY RAINS AND FLOODING OCCUR OR A FLOOD OR FLASH FLOOD WARNING BE ISSUED.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE WATER COVERS THE ROAD. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS SAFELY AND THE ROAD UNDERNEATH MAY NOT BE INTACT. VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED QUICKLY.
