David Shearer's first pre-caucus standup of 2011 was dominated by questions around the stability of the Government (with the Maori Party threatening to quit over the planned changes to the SOE Treaty Clause).
The Press Gallery was also concerned with the issue of a Maori Claim being made to the Waitangi Tribunal over water rights. Shearer was asked repeatedly whether he thought the proposed claim had any merit or whether "water belonged to all NZers".
Shearer dodged the question but seems likely to face it again, soon.
