Electoral Commission’s Robert Peden Briefs Media Today

The Electoral Commission today announced the terms of its review into NZ's MMP electoral system. Public submissions open today for the review which will run till 31st July. Submissions can be made online or in paper booklets. The video below contains a briefing from the Electoral Commission's Robert Peden provided to political journalists in Wellington this morning.

The review will offer New Zealanders the opportunity to have their say on six areas identified for review by the commission. These are, the basis for eligibility for list seats, thresholds; by election candidates; dual candidacy; the order of candidates on the party list; overhang; and the proportion of electorate seats to list seats.

Two issues have been specifically excluded from this review: Maori representation and the total number of members of parliament. These are matters to be addressed by the Constitutional Review.

The Commission will report back in October allowing – in theory – for Parliament to make changes in advance of the 2014 General Election. While the Electoral Act only requires a simple majority to make these changes, by convention the business committee of the house is expected to seek “near unanimity” before any changes are made.
