Budgets For Officers Of Parliament Approved

Judge Sir David James Carruthers was appointed as Chair of the Independent Police Conduct Authority on a voice vote today.

Parliament also approved on a voice vote the appropriations for the 2011/12 financial year in respect of Vote Audit, Vote Ombudsmen, and Vote Parliamentary Commissioner for the Environment and the appropriations and information for the 2012/13 financial year in respect of Vote Audit, Vote Ombudsmen and Vote Parliamentary Commissioner for the Environment.

Debate on the Taxation (International Investment and Remedial Matters) Bill’s third reading was interrupted when Parliament rose at 5pm.

The Bill reforms the tax treatment of gains of New Zealand residents from income interests in overseas entities and gains of foreign residents from interests in New Zealand companies.

David Clark said Labour supported most of the bill and would vote for it, though it opposed part three which he said would reduce the tax base.

The part in question refers to the removal of the Approved Issuer Levy on payments of interest on securities meeting certain requirements.

The Greens also expressed similar concerns about the bill.
