KOSOVO - The U.N. mission in Kosovo is finally moving to establish its authority here as the province's government, trying to fill the vacuum exploited by the Kosovo Liberation Army and those acting in its name.

NY SENATE RACE - Bowing to an emerging consensus among state Republican Party leaders, Rep. Rick A. Lazio of Long Island has decided to suspend his primary campaign for the U.S. Senate, clearing the way for New York Mayor Giuliani to become the party's uncontested choice for 2000.

RUSSIA - As Russian forces continued to do battle with Islamic militants in the mountains of the North Caucasus, Vladimir Putin, the newly designated prime minister, said he had proposed a "package of measures" to bring the volatile situation under control.
