Whakamana ai te pire nei i Te Whakaaetanga Whakataunga mō Te Awa o Whanganui i hainatia i te 5 o Hereturikōka tau 2014, tērā e whakatau ai i ngā kerēme hītori o Te Iwi Whanganui, ērā e hāngai ana ki Te Awa o Whanganui. Pā ai ngā kerēme ki ngā māharahara mō te rapunga tohutohu i te taha o Te Iwi mō te whanaketanga o te awa, ā, me ngā pānga o ēnei whakataunga ki runga i te awa me ōna taiao.

This bill gives effect to the Whanganui River Deed of Settlement signed on 5 August 2014, which settles the historical claims of Whanganui Iwi as they relate to the Whanganui River. The claims relate to concerns about consultation with Iwi regarding the development of the river, and the effects of these decisions on the river and its environment.

The bill establishes the Whanganui River as Te Awa Tupua, an indivisible and living whole, from the mountains to the sea, incorporating all its physical and metaphysical features. In the spirit of Te Tiriti o Waitangi, one crown representative and one Iwi representative will form the role of Te Pou Tupua, the guardian of Te Awa Tupua.
