EQC privacy breach: media fact sheet

Which EQC customers have had their privacy breached?

The breach affects the 83,000 customers with homes with damage between $15,000 and $100,000 that will be in the Canterbury Home Repair Programme. It does not affect EQC customers who have or will be cash settled. It does not affect EQC customers who do not have a claim for building damage.

What information was released?

Information released included claim numbers and addresses of affected customers. No names were in the information released.

There was also information such as the estimated cost of repairs, and details of contractors assigned to the work. This information is sensitive, but did not constitute a privacy breach, so was not included in our announcements.

Does the information include whether homes have the presence of asbestos?

The spread sheet flags houses awaiting an asbestos test, where applicable (under the “EQRClaimStatusReasonDesc” field), but does not contain information about which houses have been cleared, or otherwise.

How easy was the information to access?

Viewing all the content requires a specific set of actions that only a person skilled in using Excel would know about and be able to carry out in the timeframe in which the spread sheet was available.

Because the report used a pivot table function, someone who has expertise in Excel spread sheets could find the source data. This was not simply a case of opening an extra sheet.
