1. MISSION HAS CONFIRMED WITH OFFICIALS OF THE UNIVERSITY OF
ROME'S ("LA SAPIENZA") SAN MARCO PROJECT RESEARCH CENTER
(CRPSM) THAT THEY UNDERSTAND THE PARAMETERS OF THE TECHNICAL
ASSISTANCE AGREEMENT (TAA) AG-272-96E REGARDING THE
PROTECTION OF THE TECHNICAL DATA COLLECTED BY THEIR TRACKING
STATION IN KENYA ON BEHALF OF BOEING. IN ADDITION, CRPSM

TECHNICAL DIRECTOR PROFESSOR MAURIZIO DIRUSCIO EXPLAINED TO
ESTOFF THAT BOEING HAS SET UP A COMPLETELY AUTOMATED SYSTEM
THAT GUARANTEES THAT NO CRPSM EMPLOYEE, ITALIAN OR KENYAN,
HAS DIRECT ACCESS TO THE TELEMETRY DATA. THE DATA IS
COLLECTED BY A BOEING STAND-ALONE RECEIVER AND IS THEN
IMMEDIATELY RE-TRANSMITTED OVER CONVENTIONAL TELEPHONE LINES
DIRECTLY BACK TO A BOEING FACILITY IN THE UNITED STATES.
ROUTINE AND EMERGENCY MAINTENANCE OF THE BOEING DELTA LAUNCH
TELEMETRY TRACKING RECEIVER WILL BE CONDUCTED AS NEEDED BY
BOEING PERSONNEL ONLY. ALTHOUGH ITALIAN CRPSM STAFF WILL
HAVE PHYSICAL ACCESS TO THE EQUIPMENT, THEY WILL BE UNABLE TO
MANIPULATE THE EQUIPMENT WITHOUT ONSITE ASSISTANCE FROM
BOEING.
