On February 15 we delivered reftel points to Kjell Harald
Dalen, the MFA's Special Envoy to Somalia. He noted that
Norway supports a Kenyan-hosted IGAD summit with respect to
the state of the North-South Comprehensive Peace Agreement
(CPA) implementation. The Norwegians agree that the February
20 IGAD meeting is too soon, and have shared this view with
the Kenyans.
