I FORMALLY REQUEST DEPARTMENT OF DEFENSE AUTHORIZATION TO FLY
THE ROMANIAN HEAD-OF-STATE - - PRESIDENT TRAIAN BASESCU, THE
ROMANIAN MINISTER OF DEFENSE - - SORIN FRUNZAVERDE, THE
DEPUTY MOD FOR POLICY - - STATE SECRETARY CORNELIU DOBRITOIU,
AND THE CHIEF OF DEFENSE - - ADMIRAL GHEORGHE MARIN, ABOARD A
US MILITARY AIRCRAFT ON OR ABOUT 3 MAY 2007.

US AIR FORCES IN EUROPE (USAFE) WILL CONDUCT EXERCISE "SNIPER
LANCE 2007" AT MIHAIL KOGALNICEANU AIR BASE, NEAR CONSTANTA,
ROMANIA FROM 21 APRIL THROUGH 4 MAY 2007. THE EXERCISE WILL
INCLUDE USAFE-ASSIGNED F-15 AND KC-135 AIRCRAFT. A CIVIC
LEADER AND MEDIA DAY IS PLANNED FOR 3 MAY 2007. INVITATIONS
HAVE BEEN EXTENDED TO THE ROMANIAN PRESIDENT AND MINISTER OF
DEFENSE TO ATTEND. FURTHER, GENERAL WILLIAM HOBBINS,
COMUSAFE, AND I WISH TO OFFER AN ORIENTATION FLIGHT TO THESE
ROMANIAN LEADERS ABOARD A KC-15 OR F-15 AIRCRAFT.

ALL APPLICABLE MEDICAL AND PHYSICAL SCREENING WILL BE
PRECOORDINATED IF ANY INDIVIDUAL INTENDS TO FLY ON BOARD THE
HIGH-PERFORMANCE FIGHTER AIRCRAFT (F-15D).
