SUBJECT: ARGENTINA: DEMARCHE ON UN REFORM, INTERNAL
ADMINISTRATION OF JUSTICE

REF: SECSTATE 31831

PolOff delivered reftel talking points to Secretary Carolina
Gigghino in the Foreign Ministry's Office of International
Organizations. Gigghino stated that she would pass the
points to the Argentine delegation at the UN, but explained
that the GoA is likely to back the European Union's efforts
to push for a resolution to the UN's internal system of
Administration of Justice by March 30. She said the GoA
views the lack of access to justice for UN personnel as
precarious, and the GoA believes it is important to achieve
at least a minimum consensus on the proposed reforms in order
to move forward on fundamental and necessary improvements to
personnel issues within the UN. Gigghino also said that
these types of negotiations always carry some sort of expense
for all member nations, and that the GoA does not view the
financial implications of the proposed reforms as especially
costly or inefficient.
