SUBJECT: ESTONIA: UN REFORM DEMARCHE DELIVERED

Ref: State 31831

1. On March 15, we delivered reftel points to Kirke
Kraav, MFA Director for the International
Organizations and Regional Cooperation Division, and
Minna-Liina Lind, UN Desk Officer, on the USG's
concerns over proposals to reform the UN's internal
system of Administration of Justice. The GOE agrees
with the general consensus that the UN and its staff
need an internal justice system which enjoys the trust
and confidence of both the staff and the management.
While sympathetic to several USG concerns (e.g.,
informal system agreements, undefined duties, role of
staff associations, financial implications, etc.),
Lind emphasized the GOE's overarching desire to have a
new system in place as soon as possible.
