(U) The Avian Influenza Work Group developed a communication
strategy in anticipation of a pandemic, which is an integrated and
interwoven part of the overall plan. The strategy is consistent
with the WHO September 2004 report detailing best practices for
communicating with the public during an outbreak. There are no
updates, and in our judgment, none are needed at this time.
