HEADS OF MISSION VISIT TO BELARUS DELIVERED

(SBU) On May 22, we delivered reftel points to Toomas
Lukk, MFA Division Director for Eastern Europe and
Central Asia, and Meelis Korka, MFA Belarus Desk
Officer. We urged them to decline the Government of
Belarus's invitation to participate in the OSCE's Heads
of Mission visit to Belarus. Korka said that the visit
of Heads of Missions had been postponed until July. The
GOE will not make a decision on whether it will
participate in the OSCE visit to Belarus until later,
when there is a proposed program.
