1. (SBU) Leah Ruiz, Director for International Political,
Legal, and Security Affairs in the Department of Foreign
Affairs' Office of United Nations and International
Organizations, told poloff that President Gloria
Macapagal-Arroyo will not / not be leading the Philippine
delegation to the 2007 United Nations General Assembly
(UNGA). However, Ms. Ruiz did note that President Arroyo may
be in New York at that time for a separate engagement.

2. (SBU) In President Arroyo's absence, Secretary of Foreign
Affairs Alberto Romulo is scheduled to lead the Philippine
delegation at the 2007 UNGA.
