1. (SBU) On August 6, poloff delivered reftel demarche and
letter of invitation to Kim Jae-woo, Deputy Director of the
Disarmament and Nonproliferation Division of the Ministry of
Foreign Affairs and Trade (MOFAT). Kim said that due to
other more pressing matters, the ROKG had not yet decided
whether to participate in the October meeting in Spiez, or
who the participants would be. Kim undertook to discuss the
issue with the relevant MOFAT divisions and ROKG agencies and
said he would inform the Embassy of the decision as soon as
possible.
