1. (SBU) On Oct 16, Pol/Econ Officer delivered reftel talking
points to the MFA's General Director for Economic and
Technical Issues Paulo Jorge Nascimento and Senior Advisor on
International Organizations and Economic Affairs Duarte Nuno
G.J. Pinto da Rocha. Nascimento stated that WIREC invitations
should be addressed to Foreign Affairs Minister Luis Amado,
Environmental Minister Francisco Nunes Correia, and Economy
Minister Manuel Pinho. The delegation will be headed by the
Economy Minister. Nascimento underscored the MFA's strong
preference to coordinate distribution of all invitations and
dissemination of information and follow-up. Nascimento also
stated that the names of the other delegation members -
including the Washington-based embassy representative - will
be decided at a later date.
