1. (SBU) Pol-Econ Officer demarched MFA Human Rights Officer
Ana Brito to discuss areas where the U.S. and European Union
could work together on encouraging human rights advancements
in Cuba. Brito was familiar with the proposal and noted that
she and the Director for Human Rights Susana Vaz Patto had
discussed this with DRL directly. The GOP has begun its
efforts to coordinate the EU's response. Brito stated that
the Portuguese had made a point of meeting with the Cuban
government to underscore EU concerns about the human rights
situation in Cuba (ref B), but that the individual member
states remained divided about the best way forward.

2. (SBU) Brito speculated that the EU position may not be
coordinated until the November 28 working group meeting on
human rights (COHOM). She agreed to keep us up to date on
how the internal deliberations progressed.
