1.(SBU) Econoff delivered reftel demarche to the director of the MFA's office of Arab Affairs, Zuhair Mandeel, on November 1, commending Bahrain's non-attendance of the last two Arab League Central Boycott Office meetings and encouraging the GOB to neither support nor send representatives to the next meeting in Damascus, November 5-7, 2007.

2.(SBU) Mandeel confirmed that Bahrain would not send a representative to the Damascus meeting. "Our position will not change.
