1. (SBU) We met November 21 with Senior Counselor Vladimir
Prokhorov of the MFA's New Challenges and Threats Department
to present reftel nonpaper regarding the proposed January 22
Detection Architecture Model Guidelines conference.
Prokhorov said that he would pass the nonpaper to relevant
agencies and work to get a response by December 7.

2. (SBU) Prokhorov informed us that Deputy Foreign Minister
Kislyak had transferred responsibility for coordination on
the Global Initiative to Combat Nuclear Terrorism (GICNT)
from the MFA Security and Disarmament Department (DVBR) to
the New Challenges and Threats Department.
