1. On February 5, reftel was delivered to MOFA's
Nonproliferation Science and Nuclear Energy Division
Disarmament officer, Mr. Shinichi Sato. After extensive
intergovernmental coordination, Mr. Sato sent the following
letter to Embassy Tokyo on February 27, 2008.

2. BEGIN LETTER FROM MOFA:

As for the prevention of the transfer of materials and
technologies which could contribute to Iran's nuclear related
activities, the Government of Japan has been rigorously
applying the Foreign Exchange and Foreign Trade Act to
control items specified by the Guidelines of the Nuclear
Suppliers Group (NSG), as well as non-listed items under
"Catch All Control," even prior to the adoption of UNSCR
1737. After its adoption, the Government of Japan took its
decision that no license would be granted for exportation to
Iran of items, materials, equipment, goods and technology
stipulated in the Resolution. The Government of Japan also
promotes outreach activities to the industry, stressing the
importance of continuing and strengthening efforts to prevent
transfers of concerns, including those to Iran.
