(U) PolChief delivered reftel inviation and background
material regarding theGlobal Initiative's Exercise Planning
Group to Outi Holopainen, Director of the Finnish MFA's
Office of Nonproliferation, Arms Control and Disarmament
April 1. Holopainen said the GoF had not made a formal
decision about participating in the EPG, but she expected a
positive response to our demarche and predicted that Finland
would send a representative to the EPG meeting in Paris in
April.
