1. (SBU) Emboffs verbally delivered demarche points to
Pierre Nemlin, Americas, Deputy Desk Officer, on April 30 and
delivered a French text non-paper with key talking points
(reftel) on May 6. Nemlin indicated that Cote d'Ivoire would
not be sending a delegation to Geneva for PrepComIII, and
that the Ivoirian mission in Geneva would be the official
representative. Nemlin provided no substantive response to
USG talking points. Post will report any substantive
responses or Ivoirian perspectives on the PrepComIII meeting
as they are received.
