1. Post provided information from reftel to Ms. Fortuna Dibaco at
the Ministry of Foreign Affairs. Ms. Dibaco stated that Ethiopia is
an observer to ICAO and not a council member. A representative for
Ethiopia will attend the meeting in Montreal, but as an observer
state, Dibaco did not feel that Ethiopia could influence any
decisions on the matters covered in the demarche.
