1. (SBU) Per instructions reftel, Ambassador met May 1 with Deputy
Special Representative of the Secretary-General (DSRSG) Ross
Mountain. Mountain said that it was his impression that India had
disciplined individuals cited in the OIOS (UN Office for Internal
Oversight Services) report but he was not certain of this.
Pakistan, however, had disciplined its troops. MONUC, Mountain
said, did not have any information regarding the letters sent to the
Indian and Pakistani governments.

2. (SBU) The DSRSG also said OIOS did not consult with or inform
MONUC of its investigation. According to Mountain, MONUC received a
copy of the report only after the UN Security Council did. He was
not aware of any attempts by the UN or affected governments to
discourage a thorough investigation. The DSRSG also noted that the
UN is considering closing the OIOS office in the DRC and
consolidating it in New York or in a regional location. He
expressed concerns that such a move would weaken MONUC's ability to
investigate allegations of misconduct.
