PEOPLE STRATEGY

REF: A. SECSTATE 46997

B. SECSTATE 45792

To commemorate the May 21 Day of Solidarity with the Cuban
People, Embassy Lisbon will produce and post an opinion piece
for distribution in local press and on the Embassy's public
website. The local Cuban population is very small and the
Portuguese government is unlikely to participate in any
effort to publicly criticize the Cuban government at this
time. Nevertheless, local press will be interested in
picking up the topic, and it may spark some discussion
between opinion writers. Post will also continue to
underscore our concerns with MFA interlocutors, whom we will
encourage to strengthen the EU's common position towards Cuba
at the June review.
