SUBJECT: PORTUGAL TO BACK BRAZILIAN IN WIPO DG ELECTION

REF: SECSTATE 47559

1. In response to reftel points, MFA International
Organizations Officer Gabriela Rocha agreed on the importance
of having an effective new Director General at the World
Intellectual Property Organization (WIPO). Rocha
acknowledged USG preference for five particlar candidates,
but noted that Portugal's first choice was the Brazilian
candidate, in keeping with GOP policy of backing fellow
members of the Community of Portuguese Language Countries
(Portuguese acronym CPLP) in international organizations.
However, Rocha indicated Portugal would seriously consider
supporting one of the USG-backed five should the Brazilian
candidate be eliminated from the running.

2. Reftel points will also be delivered to the National
Institute of Industrial Property of the Ministry of Justice
on Monday, May 12, after which Post will provide any material
update.
