SUBJECT: SSH Interim Obligation Status Report FY 2008

1. Embassy Kinshasa funded 12 projects with its FY2007 Ambassador's
Special Self Help (SSH) Fund allotment of $100,000. In spite of
receiving funding four months later than the year before, six of the
projects have been completed and all receipts submitted to USAID.
Post does not anticipate any complications in the completion of the
six remaining projects.

--Project Number: SSH 07-660-01
--Project Name: Lycee Okako Awoto
--Dollar Amount: $7,500.00
--Status: Grantee has liquidated first advance and is working on
final advance. All construction materials have been delivered to
the construction site and grantee confirms project will be completed
by August.

--Project Number: SSH 07-660-02
--Project Name: Inst & EP Mayele Na Bomoi I
--Dollar Amount: $10,000.00 (Remains $4,000)
--Status: Grantee withdrew first advance and has returned receipts.
They are in the process of withdrawing final advance. Anticipate
completion by end of September.

--Project Number: SSH 07-660-03
--Project Name: Mukabe-Kasari Puits
--Dollar Amount $10,000.00 (Remains $10,000)
--Status: Grantee had requested waiting for the dry season to drill
the well. Dry season has arrived and we are waiting for pro-forma
before giving first advance.

--Project Number: SSH 07-660-04
--Project Name: Hope Clinic
--Dollar Amount $11,000.00
--Status: Project completed. Ambassador will inaugurate June 26.

--Project Number: SSH 07-660-05
--Project Name: Club UNESCO Ntcheko
--Dollar Amount: $4,000
--Status: Grantee withdrew entire advance. Post is waiting for
receipts.

--Project Number: SSH 07-660-06
--Project Name: Forum des Parlementaires pour le Developpement en
Rural
--Dollar Amount: $8,000.00
--Status: Project completed. All receipts have been given to
USAID.

--Project Number: SSH 07-660-07
--Project Name: Ameka Congo, ASBL
--Dollar Amount: $7,500.00
--Status: Project completed. All receipts have been given to
USAID.

--Project Number: SSH 07-660-08
--Project Name: Centre Universitaire de Mahagi
--Dollar Amount: $13,000.00 (Remains $9,400)
--Status: Grantee has withdrawn first advance and post is waiting
for receipts. Project is in Ituri District and distance creates
obstacles to administering funds and obtaining receipts.

--Project Number: SSH 07-660-09
--Project Name: Developpement Durable et Communautaire des
Proximites Socioeconomiques de Mokamo (D.D.C.)
--Dollar Amount: $9,500.00
--Status: Project completed. All receipts have been given to
USAID.

--Project Number: SSH 07-660-10
--Project Name: Clinique Kimbangu
--Dollar Amount: $5,000.00
--Status: Project completed but post is waiting for receipts.

--Project Number: SSH 07-660-11
--Project Name: Association d'Initiative Rurale pour le
Developpement (AIRD)
--Dollar Amount: $10,000.00 (Remains $1,250)
--Status: Grantee withdrew funds to purchase Soya processor and is
waiting for vendor to deliver machine. Soya gardens have been
planted and are being harvested.
Project should be completed by September.

--Project Number: SSH 06-660-12
--Project Name: E.P. Hebrone
--Dollar Amount: $5,000.00
--Status: Project completed. All receipts have been given to
USAID. Plan to have Ambassador inaugurate.

2. All projects prior to FY 2007 have been completed and closed out
with the USAID accounting station.

3. In anticipation of receiving advice notice of budget allowance
(ABA), post's SSH committee has selected a slate of projects for
2008. The list will be presented to the Ambassador as soon as Post
receives ABA. Post does not anticipate any problem obligating
funds.
