support for the US-EU prisoners of conscience declaration to
Spanish MFA Director of Human Rights Fernando Fernandez-Arias
Minuesa and provided him a courtesy copy of the draft press
statement. Spain chose not to release a statement separate
from that issued by the EU Council on June 19.
