1. (SBU) On 28 May poloff conveyed the reftel information to
Kim Jae-woo, First Secretary of the Disarmament and
Nonproliferation Division of the Ministry of Foreign Affairs
and Trade (MOFAT). Kim undertook to convey the details of
the Global Initiative (GI) Information Portal Advisory
Committee meeting to Choi Ki-cheon, the Deputy Director of
the same division. Choi informed poloff that the ROK would
not send anyone to the reftel meeting in Estonia, but instead
would send two delegates to the subsequent GI convention in
Madrid on 16-18 Jun. Choi said he would be attending this
convention with Lee Jang-keun, Director of the Disarmament
and Nonproliferation Division. Kim also revealed that the
Russian Embassy in Seoul also contacted him to encourage ROK
participation in this committee meeting.
