CABLE - JUNE 2008

SUMMARY

1. (U) Vietnamese licensing officials received Tracker
software training in Washington, DC, June 9-12. Advisor and
FSN Program Assistant attended the EXBS Annual Conference in
Washington, DC, June 9-11. Advisor took annual leave in US,
June 16-20. Advisor participated in meetings with ISN Acting
Assistant Secretary McNerney in Bangkok on June 24. Advisor
assisted in interviews for an EXBS/BEP FSN Program Assistant
in Manila, June 26-27. A DOE Technical Introduction to
Licensing Workshop will be held in Vietnam, July 9-11. Six
Toyota Landcruisers will be donated to the Vietnamese Border
Army on July 10. A National Control List Workshop will be
held in Bangkok, July 22-24.

SITE ASSESSMENTS AND MEETINGS

2. (U) International Security and Nonproliferation (ISN)
Bureau Acting Assistant Secretary McNerney met with embassy
and Thai government officials on June 24 in Bangkok. Advisor
gave an update of the Thai EXBS program in the Country Team
meeting. Advisor also attended a Thai government interagency
meeting hosted by the Department of International
Organizations at the Ministry of Foreign Affairs. Additional

TRAINING CONDUCTED

3. (U) Four Vietnamese officials participated in software
customization training for the Tracker Licensing System in
Washington, DC, June 9-12. Initial Tracker training was
conducted in Hanoi in January. A trainer will travel to
Vietnam for the final training segment in August.

4. (U) Advisor and FSN Program Assistant attended the Annual
EXBS Conference in Washington, DC, June 9-11.

IMMINENT TRAINING/EQUIPMENT UPDATE

7. (U) A DOE Technical Introduction to Licensing Workshop
will be held in Vietnam, July 9-11. Six four-wheel drive
Toyota Landcruisers will be donated to the Vietnamese Border
Army on July 10. A National Control List Workshop will be
held in Bangkok, July 22-24.
