1. (SBU) Post has been in close contact with Veikko Kala
and Tiina Krevald, UN Desk Officers at the Estonian MFA
concerning the composition of the Estonian delegation to
the 63RD UNGA. On July 29, Kala and Krevald informed
Poloff that currently, Estonian President Toomas Hendrik
Ilves is planning on attending the General Debate and
will deliver a speech on September 24 (Note: Ilves also
attended the 62ND UNGA and addressed the General
Assembly. End Note). President Ilves will be
accompanied by his foreign policy advisor, Sven
Jurgenson and two to three other persons not yet
designated. A second Estonian delegation will be headed
by Foreign Minister Urmas Paet, who will take part in

the EU Ministerial Week September 20-26. The rest of
that delegation has yet to be formed. According to Kala
and Krevald, the respective delegations and travel
arrangements have yet to be finalized. Post will remain
in contact with the MFA and provide a full account of
the delegation and travel plans as soon as possible.
