In response to reftel invitation, Portuguese MFA Diplomatic
Advisor Pedro Courela notified us that the Portuguese Deputy
Foreign Minister Joao Cravinho and Political Director Nuno
Brito will be hosting a meeting with Guinea Bissau at the
time of this meeting and are therefore unable to attend. We
understand that Portuguese Ambassador Vallera also has a
scheduling conflict and sent his regrets.
