1. (SBU) On October 3, Department of Foreign Affairs and
International Trade (DFAIT) Senior Advisor for
Non-Proliferation Phillip J. Baines expressed appreciation
for reftel paper. Baines said he looks forward to receiving
even more of the "very useful" U.S. papers in advance of the
Information Exchange that will occur in conjunction with the
Missile Technology Control Regime (MTCR) Plenary in Canberra,
November 3-7.
