(SBU) On October 2, we delivered reftel points on IAEA Board of
Governors membership to Ministry of Foreign Affairs (MFA) Department
of International Organization's Phan Ho The Nam to deliver. Nam
noted that Vietnam is not an IAEA Board member, but promised to
relay our desire that Hanoi use its influence as a non-permanent
UNSC member to prevent Syria or Iran from acceding to this Board.
